GOT IT! Got the lifter unstuck! Had significant difficulty and was honestly going to give up and said a prayer "what else can I try Jesus?"...the idea popped into my mind to use 6 drops of "mouse milk" and then tap it a few more times and... eureka!

Steps taken (open to feedback)
1. AFM Delete / Tune performed on computer by Ltswaps
2. Replaced outer VLOM gasket (old one no good), removed inner oil tower gaskets and installed oil flow blocker to VLOM purchased from crazed repair (area will still show pressure but will not have oil flow under solenoids - I think that's how that works)
3. Freed up C1 (was stuck) with tool purchased from Crazed repair
4. Performed oil change - used 7 quarts of 10w-30 FS instead of 5w-30 FS due to 200K miles + used 1 quart of Lucas + new high mileage FS filter. I may end up changing this back to 5w-30 depending on how oil pressure looks after this repair?
5. changed out plugs and coil wires except for the one in the back Right / Passenger side (hard to reach, go in from underneath tire perhaps?)
6. reassembled everything, double checked - not sure if I need to do anything specific once I fire it up other than squeeze the radiator hose and open the overflow cap / watch for bubbles - open to advise here
It's such an awesome feeling when it pops free. Never fails to put a smile on my face.
